This study analyses tertiary education student services in the EU that are accessed through a student electronic card or other similar eID solutions. It assesses the technological solutions and standards that are being used to provide access to these services and presents a cross-border pilot scenario based on eIDAS compliant solutions. More specifically, this document assesses the opportunities generated by the eIDAS Regulation for services offered by higher education institutions. It also studies possibilities of convergence with ongoing initiatives, such as eduGAIN and other projects dealing with student services and mobility with a focus on identity management and academic information exchange. Regarding eIDAS compliance, a two-level approach is considered: on the one hand, the development of an eID system with full technical interoperability with eIDAS (even as Identity Provider), and on the other hand, the need of a fully legal-compliant system with the potential to become a notified identity provider.
