Cooperation among cities is a new approach to local development, which the European Commission emphasises in the Interreg Programme for cross-border cooperation within the financial framework 2007-2013. To this aim, since 1992, the Eixo Atlantico, association of 34 municipalities in the Euroregion Galicia and North of Portugal, is an example of territorial cooperation with special interest in tourism development. The main goals of this article are to validate the hypothesis of existing mutual resources which provide the features of a joint destination; at the same time, to find out the role of tourist organization structures; and to interpret the keys of cooperation dynamics in local administrations whose objective is to create the basis for common institutional management of this destination.
